The Haines Cemetery was established in 1895 by the Maxwell family. Previously, the Haines community used the pioneer Rock Creek Cemetery which had been established around 1862.
James Oliver Maxwell decided that a new site for a cemetery was needed. For a sum of fifty dollars, he purchased a plot located north of Haines and overlooking the Powder River. The new cemetery was bone dry and covered with sagebrush. This became known as the Haines Cemetery.
When Mr. Maxwell died in 1917, his ten children inherited the cemetery. At the request of the Haines community, families and volunteer organizations began making improvements to the cemetery by clearing away rocks and sagebrush. The Maxwell children decided to deed the land over to a Haines Cemetery Board so that a caretaker could be hired.
With the establishment of a cemetery board, the grounds were much improved. Grass and trees were planted, roads built, and gravesites were maintained. In 1969, the Haines Cemetery District was formed to provide for perpetual care of both the Haines Cemetery and the Rock Creek Cemetery.
